BCWCID#10 is governed by an elected Board of Directors and managed on a day-to-day basis by the General Manager. Bexar County WCID #10 is a governmental agency created by the Texas State Board of Water Engineers in 1955. It is an independent district that is not aligned under Bexar County, the City of San Antonio, City of Windcrest, or San Antonio Water System.

BCWCID#10 services the Original Windcrest (North of Walzem). The annexed area South of Walzem is serviced by SAWS.

The BCWCID#10 full-time staff includes the General Manager, Office Manager, Billing Clerk and a technical crew consisting of the Field Supervisor and three technicians. Professional services (engineering, legal, and audit) are provided by retained professionals. Water for the District comes from wells drilled into the Edwards Aquifer and it is our sole source of water. Although aquifer water is moderately hard, it is otherwise very pure. Out of the ground, it is safe to drink. In fact, many thousands of rural folks who have private wells drink it without doing anything to it. We add only a little chlorine to ensure it arrives in your home safe to drink. The District has four wells located strategically around the City which pump into a common distribution system. We can pump 4.6 million gallons per day which is almost double our record demand of 2.5 million gallons per day and almost four times our average daily demand of 1.2 million gallons. Our largest well is equipped with an auxiliary diesel engine that will, by itself, supply all but our heaviest demand. The distribution system consists of approximately 30 miles of water mains, the wells, two elevated storage tanks and one standpipe (the “Christmas Candle” adjacent to the pool and tennis courts). The tanks hold 750,000, 100,000 and 235,000 gallons, respectively. The water mains, pumps and tanks are interconnected and we can isolate individual component which ensures a failure at any point will have little or no effect on the rest of the system. Bexar County Water Control and Improvement District provides Water and Sewer service to the Citizens of Windcrest and a small number of San Antonio customers adjacent to Windcrest. Water and Water & Sewer service for the newly annexed area South of Walzem Rd, located around “Rackspace” is provided by SAWS.

Bexar County Water Control & Improvement District #10 was recognized as the “2012 Public Drinking Water System of the Year” by The Texas Commission on Environmental Quality. There are over 7000 public drinking water systems in Texas, so we were honored to receive this recognition.

On December 7, 2012, we were also notified that the District has been recognized as a SUPERIOR Water System “in view of the high standards of water service made available to the residents of Bexar County WCID 10-Windcrest”. That rating is the result of having back-to-back Comprehensive Compliance Inspections with no discrepancies. And comprehensive it is. They dig into everything from record keeping and administrative procedures, personnel qualifications of the staff, day-to-day operations, water quality standards, to security issues and management of water resources and financial management. You can be confident in the quality of the water and service you are getting and proud of your Water District! And our water rates are still the lowest in the region. In the near future, you will see state authorized signs going up around the City recognizing the achievement.
